What is the STAAR progress measure?

The STAAR progress measure categorizes a student's year-to-year improvement by comparing current and prior-year scores on STAAR. By comparing the change in his or her score to progress expectations, each student is assigned to one of three categories: Limited, Expected, or Accelerated.
